OTTAWA – Heavy rains that began on Friday caused roads to wash out and flash flooding throughout North Central Illinois. The Illinois River rose out of it’s banks flooding the lower lots of Starved Rock State Park and North 3450th Road near Wedron had a portion of it wash out. The National Weather Service said that Seneca had some of the highest rain totals in the state, at over 8 and 3/4″ inches through Sunday morning. Communities like Seneca and Morris were hardest hit, with high waters damaging a number of homes and vehicles.
