MORRISON – A Rock Falls woman has been arrested and charged with murder after a man was found deceased from an apparent stabbing in rural Whiteside County on Sunday morning. According to the Whiteside County Sheriff’s Office, they were called to the 22000 block of Brooks Road after 1 AM where they found a man deceased on the front porch of a residence. Detectives and the Illinois State Police identified the victim as 53-year-old Tracy A. Russell of Rock Falls. Tuesday morning authorities charged 45-year-old Nichole E. Elsesser with 1st and 2nd Degree Murder. She was taken to the Whiteside County Jail with bond yet to be set.
