UTICA – The village of North Utica issued a state of emergency because of flooding of the Illinois River and Clark’s Run Creek at a special emergency meeting Monday night. Utica received data Monday afternoon that the Illinois River is projected to rise to 466 feet by Tuesday evening at 7pm. Authorities say based on previous data, there will be an overflow entering into the village if the river reaches a level of 465 feet. The village is also issuing a voluntary evacuation for those on the east end of Washington Street south on both sides of Route 178. Village Engineer Kevin Heitz said that this rise is predicted to come faster than any in the past.
