ROCKFORD – The man who reportedly fled from deputies in Kendall County after allegedly shooting a woman near Peoria has been located. The Kendall County Sheriff’s Office say that on Tuesday 28-year-old Clarence M. Otis checked himself into a hospital in Winnebago County for medical treatment stemming from a traffic crash and said he was being sought by police. The Rockford Police Department will be taking Otis into custody pending release from the hospital. Last Thursday, a 25-year-old woman from Canton was allegedly shot by Otis, who according to authorities, took her car and crashed near Lisbon, starting a manhunt in rural Kendall County.
