Man assembles stolen scooter outside of store

FLAGLER COUNTY, FL —  A man attempted to walk out of  a Target store with an electric scooter.  Police arrived and found him outside of the store assembling the scooter.  Body cam footage shows the man cooperating with authorities and being handcuffed.  When asked if he purchased the scooter the man refused to answer.
